The EU's new Apply AI Strategy, published this week, marks a genuine pivot from regulating risk to enabling adoption. For the first time since the generative AI boom began, Brussels is talking less about what could go wrong and more about what needs to happen. The shift is overdue. Europe now has just 13.5% of businesses using AI (European Commission, Eurostat Digital Economy Survey, 2024), barely half the rate in the United States, where adoption sits at approximately 25% (US Census Bureau, 2024). If the continent wants to compete, it needs to stop talking about AI and start deploying it at scale.


The Shift

For years, Europe led on AI governance. The AI Act established global standards for safety and ethics. That mattered. But while Europe wrote the rules, others built the models, trained the talent, and captured the commercial upside.

The Apply AI Strategy changes tack. It introduces an 'AI-first' policy, a principle that sounds radical in Brussels, asking companies and public bodies to consider AI as a default when solving problems, not an afterthought. Eleven sectors get targeted support, from healthcare and manufacturing to defence, mobility, and the cultural and creative industries, a rare inclusion that recognises Europe's creative economy as a strategic strength, not a side note.

A note for UK businesses: while Britain sits outside EU programme funding post-Brexit, the Apply AI Strategy's sector frameworks and deployment models offer a useful reference point. UK organisations can still access some European Digital Innovation Hubs through bilateral agreements, and the strategic approach, prioritising diagnostic readiness over technology-first adoption, applies regardless of jurisdiction. The principles matter more than the programme borders.

Each sector comes with flagship projects, funding commitments, and practical steps to move pilots into production. The Commission is mobilising around €1 billion from existing programmes including Horizon Europe, Digital Europe Programme, and InvestEU (European Commission Apply AI Strategy, October 2025). Healthcare gets AI-powered screening centres. Manufacturing gets acceleration pipelines for digital twins. The creative sector gets micro-studios for AI-enhanced virtual production. Public administrations get toolboxes, not talk. These aren't moonshots. They're minimum viable deployments designed to prove the concept and spread the practice.


The Opportunity

This is where it gets interesting for creative businesses and SMEs. The strategy recognises what trade bodies have been saying for months, that AI adoption stalls not because the tools don't exist, but because they're too expensive, too complex, or too divorced from real workflow needs.

Enter the Experience Centres for AI, a rebrand and refocus of the existing European Digital Innovation Hubs. More than 250 of these centres now operate across the EU, covering over 85% of European regions (European Digital Innovation Hubs Network, 2025 mapping data). Their new role is to act as trusted intermediaries, helping SMEs understand which AI models work, which don't, and how to integrate them without rewriting the business model or mortgaging the IP. For a small design studio, that could mean accessing AI video tools without surrendering client IP or paying enterprise-scale licensing fees.

The strategy also funds sector-specific AI platforms that allow smaller players to access frontier models without venture-scale budgets. Open source gets a boost, interoperability becomes a policy priority, and there's serious talk of AI literacy training tailored not to developers but to creatives, strategists, and operational teams who need to work alongside AI, not inside it.

But access to infrastructure doesn't solve the adoption problem. It just makes the gap more visible. The real blocker isn't whether AI tools exist or whether funding is available, it's whether organisations actually know where they are on the adoption curve. Most don't. They overestimate technical readiness and underestimate cultural resistance. They confuse experimentation with integration. They mistake pilot projects for operational change.

This is where diagnostic clarity becomes commercially critical. Before a business can decide which Experience Centre to approach or which sector platform to access, they need an honest assessment of their current state. Not where they want to be. Not where their competitors claim to be. Where they actually are. That means mapping existing workflows, surfacing team anxieties, and understanding which AI use cases align with real capability rather than aspirational roadmaps. The EU is building the infrastructure. The question is whether your organisation is ready to use it, or whether you're about to spend six months in pilot purgatory discovering you weren't ready in the first place.

For Europe's cultural and creative sectors, this strategy represents the first serious policy recognition that AI isn't just a back-office efficiency play. The strategy explicitly funds AI-enhanced storytelling, multilingual news translation tools, and discoverability platforms for European music and literature. There's also a commitment to study copyright protections and AI-generated content, finally acknowledging that creative professionals need legal clarity before they'll engage with AI tools at scale.

This matters because creative businesses have been caught in a double bind. They're told to adopt AI or risk irrelevance. But they're also watching models trained on unlicensed creative work, seeing authorship claims dissolve, and wondering whether adoption means complicity. The strategy doesn't solve this tension, but it acknowledges it exists. That's a start. The micro-studios for AI-enhanced virtual production could be genuinely useful, if the IP frameworks are clear and the tooling is accessible to small teams, not just publicly funded broadcasters.


The Risk

But intent isn't impact. The strategy's success depends entirely on execution, and that's where the doubts creep in.

First, the funding. €1 billion sounds substantial until you divide it across eleven sectors, 27 Member States, and hundreds of potential projects. Without serious private sector co-investment or streamlined access, much of this will disappear into pilot purgatory.

Second, the data problem. The strategy acknowledges that AI needs high-quality training datasets and promises a Data Union Strategy to follow. But data access remains fragmented, siloed by sector, platform, and national jurisdiction. If the data pipelines don't open, even the best models will underperform.

Third, bureaucracy. Europe has a habit of announcing ambitious initiatives and then smothering them in process. The strategy sets up new governance layers, the Apply AI Alliance, an AI Observatory, sectoral boards, which could unlock collaboration or become another layer of consultation without accountability.

And finally, trust. Creative professionals aren't anti-AI. They just want assurance that the rules of authorship still matter. If the strategy doesn't address these concerns head-on with transparency, redress mechanisms, and clear ethical standards, adoption will remain patchy at best.


The Takeaway

Europe doesn't need to win an AI race. It needs to run it well. That means proving that AI can work at European scale, in European languages, within European values. It means showing that human judgement, cultural nuance, and ethical oversight aren't friction, they're features.

The Apply AI Strategy won't succeed by outspending Silicon Valley. It will succeed if it enables a creative studio in Lisbon, a logistics firm in Krakow, or a regional hospital in Sweden to deploy AI confidently, transparently, and profitably. That's the test. Not policy theatre. Not flagship announcements. Genuine capability, deployed at scale, owned locally.

The gas pedal's been found. Now it's time to prove the engine actually works.

The Apply AI Strategy won't affect your business directly if you're UK-based or operating outside EU programme reach. But it clarifies something important: the conversation is shifting from "should we use AI" to "how do we deploy it effectively". That shift creates pressure. Leadership teams are being asked to move faster. Departments are being told to pilot AI tools. Competitors are making claims about AI adoption that may or may not be real.

The risk isn't moving too slowly. It's moving without understanding where you're starting from. Before you commit to tools, training, or transformation programmes, you need diagnostic clarity. Not a vendor assessment. Not a technology audit. A structured review of where your team actually is, what the real blockers are, and which opportunities align with your existing capability and culture.

Policy creates the conditions for adoption. Infrastructure provides the tools. But neither guarantees effective deployment. That requires honest assessment, clear prioritisation, and a roadmap that's built for your context, not borrowed from someone else's case study.
